House training

My chihuahua is 3 years old now
He is a great dog who loves to be loved
My only problem is that he pees on everything
He goes to the bathroom outside but still pees and sometimes poops in the house
Outside he pees on everything from lawn chairs to my grandsons toys
Is there any tricks or advise from anyone?
